Rochester, N.Y. Three suspects are facing weapons charges following an investigation that lasted over a month.
An AR-15 style rifle and two loaded 9mm ghost guns with extended magazines were recovered during a traffic stop on Norton Street June 20, 2024. Three suspects are now facing charges. It started June 20 around 2 a.
m., when officers tried to make a traffic stop on Norton Street. The suspect car quickly pulled into a driveway and all three occupants fled the scene by foot, police said. Officers found two loaded ghost guns with extended magazines and a loaded AR-15-style rifle with a drum magazine inside the car. Investigators were able to identify the occupants of the suspect vehicle as 23-year-old Carlos Alvarez, 18-year-old Jhamir Duval and 23-year-old Wincette Richards. Alvarez was arrested July 17 during a traffic stop on Lime Street in Rochester. He's charged with obstruction of governmental administration, three counts of second-degree criminal possession of a weapon and five counts of fifth-degree criminal possession of a weapon, as well as a traffic law violation. Duval was arrested on Santee Street July 29, when he was also found in possession of a loaded Glock handgun that was reported stolen from Mississippi, according to police. He's charged with three counts of second-degree criminal possession of a weapon and five counts of fifth-degree criminal possession of a weapon for the June 20 incident. He's also charged with fourth-degree criminal possession of stolen property and second-degree criminal possession of a weapon for the July 29 arrest. Richards was arrested on Dewey Avenue Aug. 13. He's charged with three counts of second-degree criminal possession of a weapon and five counts of fifth-degree criminal possession of a weapon.
