Merle L. “Skip” Ebert Jr., a colorful and groundbreaking prosecutor and judge in Cumberland County over parts of four decades, died Monday from complications of cancer.Ebert, who spent most of his professional career as a prosecutor, served two stints as the elected district attorney in Cumberland, sandwiched around 13 years as a judge in the county’s Common Pleas Court.
Guido said he will remember Ebert as a hard-charging “idea man” who stood out - in a system that to its credit and fault, is known for steadiness and stability - as an innovator who did lots to modernize and professionalize the criminal justice system here. Armed with that momentum, new tools from the state and his own interest in law and order, Ebert embarked on a ground-breaking tenure that helped modernize and professionalize law enforcement here along the way.
A staunch defender of certain prison terms for violent crimes and the death penalty, where warranted, Ebert, at several points in his career, also showed a surprising bent toward saving many of those caught up in the criminal justice system. Costopoulos locked horns in court with Ebert numerous times through the course of their careers, perhaps most notably in what would become the aborted re-trial of former Upper Merion High School Principal Jay Smith.
