After years of inactivity, the Baldwin Beach Express project is finally moving forward. The Baldwin County Commission has approved the allocation of $4 million to acquire right of way for the first two-mile stretch of the second phase, connecting I-10 to the Styx River. This marks a significant milestone for the project, which has been stalled since 2012 due to financial constraints.
After more than a decade in limbo, there is now activity on the second phase of Baldwin Beach Express. The Baldwin County Commission took action Tuesday, February 4, 2025 to begin right of way acquisition north of I-10. Until now, county leaders said it hasn’t been financially feasible to move forward. When the county last looked at acquiring right of way it was 2012 and it would have cost the county more than $15 million dollars for the 25-mile stretch between I-10 and I-65.
This will be done in a phased approach. What the Baldwin County Commission approved Tuesday was to allocate $4 million dollars to acquire the right of way along a two-mile stretch of road between I-10 and Styx River. Volkert Engineering will take the lead and work with the Baldwin County Highway Department to develop a plan and contact the 16 property owners along that stretch over the next year or so. The two-mile stretch between I-10 and Styx River is the focus now and picks up right where the existing expressway ends. Since the county recently turned the first phase of Baldwin Beach Express over to the Alabama Dept. of Transportation (ALDOT), there are now funds to move forward with phase two. While environmental studies and other behind the scenes work has been ongoing, there have been no fruitful efforts to move the project forward for the last 10 years. Ultimately, Baldwin Beach Express will stretch north, 25 miles and connect to I-65. The two-mile stretch between I-10 and Styx River is the focus now and picks up right where the existing expressway ends. “It’s also a section of the corridor that’s seeing a lot of growth and development, so it’s very important that we secure the right of way…secure the footprint of where this project’s going to be so that it’s not overtaken by growth and development,” explained Baldwin County Engineer, Frank Lundy. Lundy said it will become exponentially harder to get through the land acquisition process if more developments come in. There is also a window right now to get the project “shovel-ready” and qualified for funding while the existing environmental studies are still applicable
