The foreign minister s of the Quadrilateral Security Dialogue , a group commonly known as the Quad, joined Secretary of State Marco Rubio in New Delhi , India, on Tuesday to announce new security and energy initiatives for the Indo-Pacific region to counter the growing influence of China.

The Quad is a multilateral alliance consisting of the United States, Australia, India, and Japan, formed in 2007 to address Chinese aggression in the South China Sea but ultimately dissolved within a year due to trade tensions between the parties. However, the alliance was reactivated and reinvigorated in 2017 after years of Chinese expansionism.

The Quad began meeting at least once a year in 2019 and held its first formal annual summit in 2021, and the 2025 summit was skipped due to trade and tariff tensions between India and the United States. During the New Delhi summit, Foreign Ministers Subrahmanyam Jaishankar, Motegi Toshimitsu, and Penny Wong of Japan discussed the importance of maintaining the free and open Indo-Pacific and the need to counter China's influence in the region.

Secretary of State Marco Rubio praised the Quad as a cornerstone of the United States' global strategy and emphasized the responsibilities that the alliance must take in light of the growing importance of international trade in the Indo-Pacific. The Quad also discussed the need to prevent Iran from extorting payments through the Strait of Hormuz, known as the second busiest waterway in the world, as well as the importance of maintaining the principle of freedom of navigation.

The group's re-activation in 2017, as well as the desired updates to Japan's Free and Open Indo-Pacific initiative, will serve to protect the free and open Indo-Pacific region while counteracting China's expansionist ambitions in the region
