California's High Fuel Prices: A Threat to the American Food Supply Chain

California's unique blend requirements for refining, high excise taxes, reliance on foreign oil, and diminishing refining capacity have led to a significant increase in fuel prices, posing a risk to the American food supply chain.

The average prices of gas and diesel in the U.S. have risen to $4.51 and $5.63 per gallon respectively as of May 18, 2022. However, California has seen a more significant increase, with average gas prices reaching $6.15 per gallon and diesel at $7.41 per gallon on the same day.

This disparity is due to a combination of factors, including overregulation, unique blend requirements for oil refining, and an overreliance on foreign seaborne imports despite having significant known oil reserves. California imported 61.1% of its oil from foreign sources in 2025, with a significant portion coming from Iraq, Saudi Arabia, and the United Arab Emirates. Despite having an abundance of known oil reserves, California only produced 22.9% of the oil it needs in-state in 2025.

The high cost of gas in California is also attributed to environmental compliance standards, which add approximately $0.54 per gallon, and the highest gas tax in the country at $0.61 per gallon. The closures of refineries, such as Phillips 66 and Valero, have further reduced California's refining capacity, leading to even higher prices at the pump. California's high fuel costs are a threat to food costs, as it is one of the largest agricultural producers in the country.

The rising cost of fuel for tractors and transportation increases the overall cost of production, which is then passed on to consumers. California's unique role as a primary food source for the nation makes its fuel-related challenges a risk to the American food supply chain
