Here’s what you need to know about it.Prop. 5 would lower the approval threshold for many bond measures — both statewide and local — from two-thirds to 55 percent, making them much more likely to pass.
In other words, local bond measures that otherwise would have fallen short of the two-thirds threshold could pass this fall with at least 55 percent support — provided voters also pass Prop. 5. It’s also supported by the California Democratic Party, because it would increase the supply of subsidized housing and create more opportunities for homeownership.Prop. 5 is opposed by business groups like the California Chamber of Commerce and anti-tax groups like the Howard Jarvis Taxpayers Association, which spearheaded Proposition 13 in 1978.
