During a Friday meeting, West Manchester Township Police Chief John Snyder presented the possibility of entering into ICE's 287 Program, which allows ICE Enforcement and Removal Operations to partner with state and local law enforcement to “identify and remove” people who are in the country illegally., ICE says the most notable benefit of joining the program is that “it helps you keep your community safe from potentially dangerous criminal aliens.” In adesigned to attract law enforcement agencies to the program, ICE writes that law enforcement agencies “may” receive $100,000 for new vehicles, along with funding for training and salary reimbursements. Snyder said Friday a representative from ICE attended a police chief’s meeting several weeks ago to discuss the 287 Program, which Snyder said he didn’t know much about beforehand. The police chief said signing into the program would not change how local officers perform their duties. He emphasized that the police department technically works with ICE all the time and has since he became a cop 37 years ago. “What I’m telling you right now is that if we encounter somebody who has an immigration warrant, we will do nothing different,” Snyder said. “If we sign the agreement or don’t sign the agreement, we would still contact ICE and we would still detain the person and we would still hand them over to the ICE officials for processing, whatever that may be. We will not be kicking doors in, we will not be going to the high school or middle school.”, Snyder said signing the agreement would allow the township to receive federal funding and training that would help local officers better understand federal immigration laws. He also believes it’s safer if local officers are involved in local immigration enforcement efforts, rather than just federal agents. The chief said he believes that public comment during Friday's meeting “shifted the focus away from meaningful discussion and toward opposition rooted in misinformation and rhetoric.”“I felt that more research would answer some of the questions that were posed at this meeting by some of the attendees and I did not want the process to be hijacked by political activists,” Snyder write in Monday’s statement. He emphasized that regardless of whether or not the township enters into the 287 agreement, the township will continue to cooperate with ICE.Those of you that live here and spoke out against the agreement, I respect your position. We can agree to disagree. The MOU with ICE is an enhancement to our department’s public safety efforts. Our signing this MOU would have allowed the Township to receive federal funding and training, which I stated in my presentation on Thursday night, was very important for us to understand the federal processes in these enforcement efforts.
