This policy, implemented in 2018 following the arrest of two Black men at a Philadelphia Starbucks for not making a purchase, required customers to buy something to use the store's restrooms or linger inside. The new code of conduct eliminates this requirement and emphasizes inclusivity, while also prohibiting discrimination, outside alcohol consumption, smoking, vaping, and panhandling.
