A San Diego County sheriff's deputy faces federal charges for allegedly using excessive force on a man in pretrial custody and fabricating a report to conceal his actions. Jeremiah Manuyag Flores, 44, is accused of shoving the victim, identified as J.P., into the walls and bench of a holding cell last year. This incident allegedly resulted in head and spinal injuries for the 57-year-old man, requiring surgery and months of hospitalization.
Prosecutors allege that Flores, assigned to the Court Services Bureau at the San Diego Central Courthouse, was escorting J.P., who was in chains, when he forcefully shoved him into the cell. The impact caused J.P. to fall to the ground, and another deputy later found him in the same position over two hours later. According to the U.S. Attorney's Office, Flores falsely claimed in a report that no force was used and violated department policies by failing to submit an official report or immediately notify his supervisor about the incident. Flores is charged with deprivation of rights under color of law and falsification of records in a federal investigation. He pleaded not guilty to both counts during his initial court appearance on Friday. Flores was released on a $25,000 bond but must adhere to conditions that include surrendering his passport and firearms. San Diego County Sheriff Kelly Martinez stated that following an internal investigation, Flores was placed on administrative assignment. She emphasized that the actions described in the case are unacceptable and that the investigation led them to believe criminal actions occurred, prompting them to present the case to state and federal authorities
