Even before that attack, a federal joint intelligence bulletin from early December warned law enforcement around the country about holiday gatherings being potential targets and to be alert for “vehicle ramming" because of its ability to inflict mass casualties without the required training.We did indeed have a plan, but the terrorist defeated it," Superintendent Anne Kirkpatrick said at a press briefing Wednesday.
Security barriers around Bourbon Street were in the process of being replaced when the attack happened. “So there’s your hole, that’s the breakdown in the security. The police car blocking the street was not enough, they needed to have police cars blocking the entire entrance to that road to include the sidewalks," said retired FBI Special Agent Kenneth Gray who now is a distinguished lecturer in the criminal justice department at the University of New Haven.
With several other high-profile events coming up in New Orleans including Mardi Gras and the Super Bowl, the city’s mayor tried to reassure locals and visitors saying the city is ready and built to host big events.
