A man drove a truck into a crowd on Bourbon Street in New Orleans on New Year's Eve, killing 14 people and injuring dozens. The FBI says the attacker was inspired by the Islamic State group and the attack was premeditated. Investigators are looking into whether the attacker received any support from the terrorist group.

Jabbar was able to get around police cars and other measures intended to protect the New Year’s Eve crowd. “Make sure that on parades you've got the entire road blocked off,” White said. “Bring in dump trucks full of sand. That'll take care of it.”Local authorities need to “think outside of the box” to protect a crowd of people, he said.

And she said public education campaigns can help people understand how to report concerns that might assist authorities in preventing an attack.
