Immigration and Customs Enforcement ( ICE ) officials on Thursday announced the arrest of an illegal Dominican migrant accused of sex crimes and kidnapping in Massachusetts. Pena-Casilla was placed in the agency's 'alternatives to detention' program before Enforcement and Removal Operations (ERO) released him.
Pena-Casilla was arraigned by the Dorchester District Court in Massachusetts in July for “assault to rape, kidnapping, two counts of indecent assault and battery on a person 14 years or older and intimidating a witness/juror/police/court official,” ICE wrote. ERO Boston issued an immigration detainer for Pena-Casilla, which asks authorities to hold a migrant past their release date as ICE weighs deportation. The Nashua Street Jail of the Suffolk County Sheriff’s Office ignored that request, ICE wrote, and released the migrant on bail. The Dorchester District Court later dismissed its charges against the migrant after he was indicted on the same charges by the Suffolk County Superior Court. He was ultimately arrested by ERO Boston on Dec. 17 and is now in ERO custody, according to the agency. “Emilio Jose Pena-Casilla stands accused of some very serious offenses against a Massachusetts resident,” acting Field Office Director Patricia Hyde said. “We hold a sacred duty to protect the residents of our communities, and we will continue to do so by apprehending and removing egregious noncitizen offenders from our neighborhoods. Today, another victim in Massachusetts no longer needs to fear their predator.”“By targeting and removing those who have committed egregious crimes like murder, sexual assault, and even impersonating a police officer, we are making enormous strides in making sure our Maryland communities remain safe for our residents,” Matthew Elliston, acting field office director of ERO Baltimore, said in a press release Thursday. President-elect Donald Trump’s incoming border czar Tom Homan continues to push for the removal of illegal migrants from the U.
