A former Arkansas police officer has been arrested and charged with aggravated assault after a video surfaced showing him brutally beating a handcuffed man in the back of a patrol car.
A former Arkansas police officer, Joseph Harris, who was captured on video assaulting a handcuffed man in the back of a patrol car in August, has been arrested and charged with aggravated assault. Harris surrendered at the Craighead County Sheriff’s Office on Tuesday morning to face charges of aggravated assault, filing a false police report, and third-degree battery. He was later released on a $15,000 bond.
Harris, 29, was dismissed from the Jonesboro Police Department a day after the incident was recorded on his patrol car camera. The video shows Harris elbowing, punching, and slamming a car door against the head of Billy Lee Coram, a handcuffed man, after Coram appeared to choke himself with a seat belt. Coram was being transported from a hospital back to jail in Craighead County. Jonesboro Police Chief Rick Elliott previously stated to NBC News that he became aware of the video following a complaint from the county sheriff’s office. “The serious nature of the complaint necessitated prompt action,” the department said in a statement in August, the same day Elliott learned of the video. “Following an internal review of the incident, it was determined that the officer involved, Joseph Harris, should be terminated effective immediately.” Attempts to contact Harris by phone and email were unsuccessful. It is unclear if he has retained legal representation. His next court appearance is scheduled for February 28. The nearly 12-minute video shows Coram, dressed in a hospital gown and socks, choking himself with a seat belt wrapped around his neck while the car is in motion. After the car stops, Harris opens the door and punches and elbows Coram several times in the face as he removes the seat belt from Coram’s neck. Harris also slams the car door against Coram’s head
