President Donald Trump ’s on-off threats of tariffs are sowing uncertainty among business owners in South Texas who are left struggling to decide whether to proceed with planned expansions, stockpile goods to ride it out or overhaul budgets amid the whiplash.

H-E-B did not respond to a request for comment. But families that have already been reeling from higher prices amid high inflation over the past few years would likely see even higher prices for fresh produce because a variety of fruit, vegetables and meat are imported from Mexico. They’d likely see higher prices for beer and liquor, both of which are imported from Mexico and Canada. The United States also imports beef, pork, grain and other goods from Canada.
