As we enter 2025, many cities are finalizing their fiscal budgets for the coming year. However, in Cleveland Heights , the City Council and Mayor are facing a stalemate. On December 16th, the Cleveland Heights City Council rejected the Mayor's proposed budget in a 6 to 1 vote. This marks the city's third fiscal budget under an elected mayor.
City Council President Tony Cuda expressed concerns about several issues, including the loss of key personnel in the finance department, insufficient information provided, and a lack of transparency in the budget process. Cuda stated that the City Council had not been given crucial details such as the 2024 unencumbered balance, financial reports for October through December, the results of the state's 2023 financial audit, and a comprehensive capital budget. Mayor Khalil Seren countered that his office had provided more budget-related information than ever before and that the City Council had not adequately utilized public meetings to clarify their questions. A temporary budget, covering the first three months of 2025, was ultimately approved on December 19th to ensure smooth city operations. The allocation of funds for the remaining nine months of 2025 remains unresolved, leaving the city's financial future uncertain
