Cleveland City Council is set to vote on a plan to redraw ward boundaries and eliminate two council seats, sparking controversy and protests.

While city council has been taking comments from residents about the maps online and over the phone, the legislation hasn’t seen the public debate among council members that most legislation receives. Griffin said council members have had several conversations among themselves about the maps and that changes have been made because of residents’ feedback. But he said the maps will not be discussed at a public hearing or a committee meeting prior to Monday night. “Everybody’s been having conversations,” Griffin said. “But did we throw it out like red meat and have everybody debate it in a forum like that? No, we didn’t.”Activists have called for city council to delay the vote, and they plan to protest outside of City Hall Monday night. But council members are also up against a tight deadline. says it needs the new maps by early January so it can finalize voting precincts in time for a May election. Griffin said the city will miss that deadline if it keeps having “paralysis by analysis.” He said there won’t be a map that all Cleveland residents can agree on, and now is the time to let council members vote. Most legislation gets a first reading at a city council meeting and then goes to at least one committee meeting where council members discuss it publicly before council members eventually cast their votes.
