But police have admitted the force is under-resourced and struggling to respond to some call-outs in a timely manner, and that much of their work is reactionary rather than preventative.Other agencies and organisations are partnering to deliver school holiday programs for young people, which include free access to the town pool and extended hours at youth centres.
