Three new bills targeting carbon capture and storage have emerged in the Alabama Legislature.

COVINGTON COUNTY, Ala. - Three new bills targeting carbon capture and storage have emerged in the Alabama Legislature. Two of the bills come after another bill related to a project in Covington County was put on hold.

House Bill 428, sponsored by Rep. Matthew Hammett, would prohibit carbon dioxide injection wells unless a local governing body approves, giving cities and counties authority over such projects. House Bill 431, also sponsored by Hammett, would levy a 20% tax on carbon dioxide stored underground. That revenue would be distributed to the state and local government.In the Senate, SB266 — sponsored by Sen. Josh Carnley — mirrors Hammett’s effort to ban CO2 storage in Covington County. The bill passed the Senate and now heads to the House of Representatives. Both Hammett and Carnley met with Constituents last year in Covington County who voiced concerns about such projects. One project comes from Reliant Carbon Storage. Conversations with residents resulted in several pieces of legislation. While residents have voiced concerns over the environmental impact of carbon storage, Reliant assures such heavily regulated projects are safe and bring economic value to communities.
