A new Ohio law designed to notify residents when a felon escapes custody took effect Monday.

The Escaped Convict Alert Program , known as E-CAP, sends wireless alerts automatically to smartphones — similar to an Amber Alert — and is geographically targeted to the area surrounding an escape.Ohio’s Public Safety Committee worked out the details on how the system operates.

Several other states, including New York, Arkansas, Alaska, Oklahoma and Indiana, have similar systems in place. However, Ohio is the first state to make escaped convict alerts automatic, geographically targeted, and applicable to any type of escape — not just from prison. According to Ohio’s Public Safety Committee, law enforcement agencies will now be able to issue ECAP alerts directly to television and radio stations.“Yourself, Channel 19 and the stories you ran, the fact we were able to get this bill through the process so quickly to keep the people of Ohio safe — and to keep them notified if there’s an escaped felon at a jail or a prison — that’s very important to folks,” Roemer said.The Sheriff’s Office didn’t alert the public; in fact, 19 Investigates found an Inspector texted deputies on the Fugitive Task Force instructing them “It’s these commonsense types of things, they don’t cost a lot, but they keep the people in Ohio safe,” Roemer said.Son says in interview his mother, a former mayor, had sex with his underage friend
