A $4 million state grant intended to move ninety people from dangerous shelters along the Los Angeles River into stable housing has not been spent, prompting criticism of city officials and becoming a central issue in the mayoral campaign.

Roughly ninety individuals are currently making their homes in tents, storm drains and other improvised shelters along the Los Angeles River , a setting marred by trash, polluted runoff and escalating safety hazards.

The encampment, which has persisted for years and includes longtime residents who say they have lived on the riverbed for decades, is now the focus of a state‑funded homelessness program that has yet to see any of its money spent. A $4,011,357 grant from California's Encampment Resolution Fund was earmarked for a comprehensive initiative to relocate people living in the river corridor into temporary and permanent housing, but as of the end of May the funds remained untouched.

Critics, including community advocate Cameron Flanagan and local officials, have accused Los Angeles City of failing to apply the rigorous oversight and accountability that taxpayers deserve, despite the city's annual expenditure of hundreds of millions of dollars on homelessness services. The grant proposal, prepared by LA Family Housing, outlined a plan to reach ninety residents through daily outreach, move seventy‑five of them into interim housing and eventually transition all ninety into permanent homes.

The application highlighted the hazardous conditions faced by people living in culverts, bridge rafters and isolated pockets of the river, citing flood risks and past emergency rescues. In practice, however, outreach workers have been scarce. The California Post observed residents washing clothing in contaminated runoff water and described a scene in which addiction, untreated mental illness and a constant cycle of incarceration dominate daily life.

One resident, who asked to be called Ises, disclosed a struggle with methamphetamine addiction and severe mental health issues while coping with the lack of sanitation and exposure to the elements. Others echoed similar stories, saying they had cycled through shelters and treatment programs only to return to the riverbank, where they remain vulnerable to arrests, health emergencies and death.

The stalled funding has become a focal point of the mayoral race, particularly for candidate Nithua Raman, whose platform emphasizes a bold approach to homelessness. Raman's campaign has come under fire for the apparent inaction on the river project, and her office has acknowledged a recent death in the encampment as a stark reminder of the consequences of delayed services.

"When there are delays in delivering services or getting people into housing, the consequences are not abstract, they are real, and they are fatal," a statement from Raman's team read. Flanagan questioned why millions allocated for the river corridor have not yet produced visible outreach or housing activity, noting that health‑care providers have only appeared after media coverage.

With the municipal primary election scheduled for June 2, Raman faces mounting pressure to demonstrate that the promised grant can be mobilized quickly and effectively, or risk losing public confidence in her ability to address one of Los Angeles' most urgent social crises
