The project will be funded through a combination of contributions from the team and money from the Houston Street Tax Increment Reinvestment Zone . The TIRZ funds, previously designated for infrastructure improvements, will now partially support the stadium and its surrounding district.District 5 Councilwoman Teri Castillo, who opposed the funding plan, argues that the money could have been better allocated to other city needs. “It captures dollars that otherwise could be going into the general fund,” Castillo said. “The general fund is used to invest in things like streets, sidewalks, animal care services, and public safety.” The stadium itself will cost $160 million, but the development will extend beyond the ballpark. Plans include creating a new sports and entertainment district.Residents in these apartments will be affected by the relocation plan, which is divided into phases. Each resident in the affected areas will receive a $2,500 stipend, with remaining funds allocated to other areas. One resident expressed concerns, saying, “It’s very upsetting seeing so many people up here, not understanding how this can affect so many lives.” Councilwoman Castillo stresses that the responsibility to support displaced tenants falls on the property owners. “It’s the responsibility of the property owner who is facilitating the displacement to provide the support,” Castillo said. “We have a responsibility to ensure that Western Urban follows through on their commitment.” The stadium and district redevelopment are scheduled to begin in October 2025, with the final phase of the project expected to be completed by 2031.
