An investigation reveals Birmingham City Council has accumulated over £472,000 in internal Clean Air Zone charges and fines for its own non-compliant vehicles, even as it aggressively enforces penalties on residents and businesses. The data, covering the period since the CAZ's 2021 launch, shows council fleet vehicles-many from the waste department-incurred 3,262 daily charges. This revelation intensifies scrutiny of the council's spending and management, especially given its 2023 bankruptcy declaration, a year-long bin strike, and recent criticism over inflated equal pay liabilities.

Birmingham City Council has paid itself nearly half a million pounds in Clean Air Zone (CAZ) charges and fines after its own vehicles repeatedly violated the city's emissions rules.

The Labour-run authority accumulated over £472,000 in charges and penalties as non-compliant council vehicles entered Birmingham's CAZ since the scheme's launch in 2021. Data reveals the council fleet incurred 3,262 daily charges and fines during that period. This disclosure occurs despite the council's aggressive enforcement of the contentious scheme against residents and businesses, with tens of thousands of motorists fined monthly and enforcement actions increasing sharply after the authority's effective bankruptcy declaration in 2023.

Most of the council vehicles attracting daily CAZ charges belonged to the waste department, even as Birmingham experienced a year-long bin strike that left rubbish piled in streets and fueled accusations of mismanagement. The council admitted that approximately one in eight of its fleet vehicles still fails to meet the zone's emissions standards.

However, it noted it has been replacing older vehicles over the past year and implementing 'eco-driving' measures across departments. The figures also renew scrutiny of the council's spending decisions during its years under Labour control. In 2023, it was revealed the authority spent over £2 million hiring vehicles that also did not comply with its own Clean Air Zone standards, while imposing strict penalties on motorists.

Birmingham became the first council outside London to introduce a Clean Air Zone in June 2021, with the scheme generating around £79 million in income. Drivers of non-compliant cars, vans and taxis are charged £8 per day, while HGVs and coaches face £50 daily fees. Unpaid charges within six days can lead to fines of up to £120. The CAZ is monitored using Automatic Number Plate Recognition cameras around the city centre ring road.

Critics have questioned why the authority continued operating non-compliant vehicles while pursuing residents for unpaid CAZ penalties. Last year's figures showed Birmingham increased its use of bailiffs by more than 500 percent after the council's financial collapse, with many cases linked to unpaid Clean Air Zone debts. Government commissioners have overseen the council since it issued a Section 114 notice in September 2023, effectively declaring bankruptcy amid spiralling equal pay liabilities and mounting financial pressures.

The financial crisis triggered hundreds of millions in spending cuts, record council tax rises and the prolonged dispute with refuse workers. The Clean Air Zone operates 24 hours a day, 365 days a year within the A4540 Middleway city centre ring road, with over 300 road signs alerting drivers. The controversy, which began under the previous Labour administration, left parts of Birmingham plagued by overflowing bins and rat infestations before a breakthrough agreement earlier this year.

Last year, critics accused senior Labour council members of overstating the scale of the equal pay liability that contributed to the bankruptcy, after estimates of a £760 million settlement were later revised down dramatically. In recent local elections, Labour lost overall control of Birmingham City Council, with Reform UK emerging as the largest party. Food bank organizers have also criticized the CAZ's impact on charities and volunteers, noting some volunteer drivers can no longer afford daily charges, reducing donation distribution.

Council data obtained under Environmental Information Regulations showed the most recent internal CAZ penalties were four separate £60 fines incurred by City Operations in March 2026. Before the CAZ's introduction, the council stated poor air quality contributed to around 900 premature deaths annually. The scheme aims to reduce harmful pollutants like nitrogen dioxide and particulate matter.

The council explained that CAZ revenue covers operating costs and government-related expenses, with any surplus legally required to be reinvested into transport and environmental projects, not the general budget. Birmingham City Council has been contacted for a statement
