The regulations impact approximately 70 million children and young people across Indonesia. TikTok has emerged as the first platform to demonstrate measurable progress, reporting the deactivation of 1.7 million accounts belonging to underage users.
Minister Hafid attributed the initial reluctance of platforms to fully comply to Indonesia’s large population, suggesting it presents a significant logistical challenge. Currently, seven out of eight platforms identified as high-risk – including YouTube, TikTok, Facebook, Instagram, Threads, X, and Bigo Live – have committed to restricting access for children under 16. Roblox, a popular gaming platform, remains the sole holdout, and has not yet responded to requests for comment from the Associated Press.
YouTube, while announcing its commitment three weeks after the regulations took effect, has yet to provide specific figures regarding the number of suspended accounts. A YouTube spokesperson affirmed the company’s dedication to community protection and continued collaboration with the Indonesian government to foster a secure digital environment for future generations. The Indonesian government’s initiative mirrors a growing global trend of addressing concerns about the potential harm caused by unregulated social media content to children.
While the government is allowing platforms to determine their own methods for age verification, Minister Hafid stressed the platforms’ responsibility to employ the most appropriate and effective technology. However, the implementation of these regulations faces practical hurdles. Critics, such as Nenden Sekar Arum, Executive Director of SAFEnet, a digital rights group, point to the difficulties of reliable age verification, which often necessitates the collection of sensitive personal data, raising privacy and data security concerns.
They also anticipate that some children will circumvent the restrictions by using false identification or their parents’ accounts. Arum argues that the focus should shift from simply removing children from the digital space to creating a safe and accountable digital ecosystem, holding those responsible for harmful content accountable. She advocates for government oversight of the user identity verification methods employed by each platform to ensure consistent and effective compliance.
The core issue, according to Arum, is not the presence of children online, but the need for a safe and responsible digital environment. The Indonesian government recognizes the evolving nature of technology and intends to allow platforms flexibility in their approach, but ultimately holds them accountable for protecting young users.
