A ruthless gang led by Martin Ward, 53, and Patrick Doherty, 42, systematically exploited legal loopholes and intimidated property owners to operate a large-scale illegal waste dumping business across south-west London.

Over eleven months, the Irish travellers targeted vacant land between Croydon and Wimbledon, meticulously disabling security measures like CCTV and height restriction barriers. They would demand payments of up to £15,000 from site owners to avoid having the land filled with rubbish, threatening to charge others for illegally dumping waste if their demands weren't met.

The gang brazenly carried out their operation, even with their families – including children – present on site, leveraging the legal protections afforded to travellers to their advantage. The children were even involved in facilitating the dumping process, opening gates for paying customers. The operation involved the rapid dumping of tons of household, construction, and commercial waste, including hazardous materials, directly onto the ground beside their caravans.

Evidence presented at Kingston-upon-Thames Crown Court revealed that the gang actively solicited customers, with gang member Michael Ward, 61, seen directing arrivals via mobile phone. Drivers often removed their license plates to avoid detection and handed over cash to gain access to the sites. This illegal dumping was significantly cheaper than authorized disposal, attracting a steady stream of customers willing to bypass environmental regulations.

The scale of the operation contributed to Britain’s massive fly-tipping problem, which sees an estimated 38 million tons of waste illegally dumped annually, costing the public over £1 billion. The gang’s actions highlight a growing issue exacerbated by the increasing ‘landfill tax’, which incentivizes illegal dumping due to the lower costs.

The gang’s success was partly due to their understanding of traveller rights, specifically the legal protections afforded to their homes – even if those homes are caravans on occupied land. This allowed them to establish a presence on sites and resist eviction. The case underscores the challenges faced by authorities in combating illegal waste dumping and the need for stricter enforcement and potentially a review of regulations surrounding traveller encampments.

While two members of the gang were jailed following the court case, the broader issue of fly-tipping remains a significant environmental and financial burden.
