After nearly a year of planning and public input, the Baldwin County Commission in Alabama approved amendments to the county's subdivision regulations on January 7, 2025. The changes, aiming for clarity and consistency in new developments, faced opposition from developers and realtors concerned about potential cost increases, but were lauded by residents as a victory in managing the county's rapid growth. The 159-page document addresses various aspects of subdivisions, including lot sizes, road widths, green spaces, and stormwater runoff.

) - After nearly a year of planning and recent public input, the Baldwin County Commission passed amendments to the county’s subdivision regulations Tuesday, January 7, 2025. It didn’t pass without opposition from developers and realtors but was praised as a victory by others.

“Whenever you put this much change into place, it is going to change something. Things are going to change. Costs are going to change, and we need to understand what we’re doing,” one person in opposition of the regulation changes told commissioners before the vote. “We ask only, very respectfully that the county take this issue under consideration as it moves forward in managing the growth of one of the fastest growing counties in the south,” countered a resident who was in favor of the changes. The Baldwin County Commission chamber was filled with those for and against new proposed subdivision regulations in the county. With a goal of providing clarity and consistency across all new developments, it’s a task which has been in the works for many months and saw a vote tabled back in October to allow for more public input. “We need it. With the growth that we’re having, you have to constantly look at your regulations,” said Baldwin County Commissioner, Billie Jo Underwood. “It doesn’t need to wait to be this big of an overhaul in my opinion. We need to constantly be looking at our regulations and keeping them up to date.” The revisions to the regulations are 159 pages long, addressing everything from lot sizes – versus – road widths, required green spaces and sewer and stormwater runoff. Cost was a focal point for those opposing the new regulations, some saying a YES vote by the Commission would mean higher home prices to customers…something Commissioner Jeb Ball took issue with. “I bought a house in 1998 for ninety thousand dollars. Today, that same house is three seventy-five. That’s almost a five hundred percent markup in twenty-six years. We had nothing to do with that. Y’all need to figure out how to cut the cost,” Ball told the subdivision developers in the chamber. “We’ve done our job. This staff has worked amazingly well.” The Commission unanimously passed the new regulations, giving new standards to the former policy which was more than a decade old. Mobile Baykeeper spoke out in favor of the updates, saying the focus on the environment will provide protections for our environmentally sensitive county. “Previously, the utility signed a letter saying that they could support the new development.
