The Pentagon's top intelligence official warned on Thursday that the rapid development of artificial intelligence by foreign adversaries, particularly China and Russia, poses a significant threat to U.S. national security. Speaking at a conference on defense technology, Under Secretary of Defense for Intelligence and Security Ronald Moultrie emphasized that the department is moving quickly to integrate AI tools to maintain a competitive edge and better analyze the massive amounts of data collected by the military.

Moultrie highlighted that while AI offers opportunities to streamline operations and enhance decision-making, it also creates new vulnerabilities. "Our adversaries are investing heavily in AI-enabled systems designed to disrupt, deceive, and ultimately defeat our capabilities," he stated. He noted that the Pentagon is currently working on the "Combined Joint All-Domain Command and Control" initiative, which aims to connect sensors and shooters across all military branches into a single network fueled by artificial intelligence.

Despite the push for innovation, the Under Secretary acknowledged the ethical challenges associated with deploying AI in warfare. He reiterated that the Department of Defense remains committed to its established AI ethical principles, which prioritize responsibility, transparency, and accountability. Moultrie stressed that there must always be a human in the loop for critical decision-making processes, especially regarding the use of lethal force, to ensure compliance with international law and military standards.

As the Pentagon continues to navigate the complexities of this technological landscape, collaboration with the private sector and academic institutions remains a top priority. Moultrie concluded by noting that the U.S. government cannot innovate in isolation and must foster partnerships that allow for the rapid adoption of commercial breakthroughs while protecting intellectual property and maintaining rigorous cybersecurity standards against potential foreign espionage.
