A Penn Township man charged with intentionally striking a juvenile bicyclist during a road rage incident in Mount Joy Borough has waived his preliminary hearing , moving the case to county court. You can view News 8 headlines in the video player above.
Richard K. Parmer, 64, of the 400 block of Thrush Drive, waived his preliminary hearing on March 16 before Judge Michael Hess. He faces one count each of recklessly endangering another person and reckless driving. The Mount Joy Borough Police Department alleges Parmer struck the juvenile victim with his SUV in the 100 block of North Market Street at about 3 p.m. on Feb. 18.
Videos captured confrontation, police say According to charging documents, two videos recorded by the victim showed Parmer honking his horn while approaching the bicyclist from behind before hitting him. Nearby surveillance footage captured another angle of the crash, police said. In that video, Parmer could first be seen attempting to use his vehicle to block the victim’s path. He then struck the victim from behind despite having enough time to stop, police alleged. Investigators said the bicyclist did not have room to avoid the collision.
Incident began earlier on West Main Street The victim’s mother called police minutes later and reported the road rage incident had started near the 500 block of West Main Street and continued through Mount Joy Borough. Police said Parmer initially admitted he had been involved in a road rage confrontation but denied striking the victim.
Defendant later changed his account In a second interview with police, Parmer said he “would have never struck the kid if the kid had stayed in his lane” and claimed the victim was intentionally trying to upset him before and after the collision. Parmer remains free after being released on his own recognizance. Mount Joy Borough Police Officer Nicholas Goss filed the charges.
