Alabama’s House of Representatives passed a bill Tuesday afternoon aimed at improving safety in highway work zones.
would launch a pilot program to have an automated photographic speed enforcement system, which would take a picture of the back license plate of a speeding car.However, a handful of lawmakers centered in on a provision of the bill that would have had Alabama’s Law Enforcement Agency send civil traffic citations to owners of cars flagged by the system.
“They would send to the vehicle owners address and then there are several things that the owner can do ,” said Rep. Mike Kirkland , the bill’s sponsor in the House of Representatives. The provision of the bill that would carry a fine for a violating driver was a point that lawmakers took issue with on the floor. “We are taking away people’s right of presumption of innocence until they’re proven guilty,” said Rep. Jim Hill . “We’re saying you’re guilty until you’re proven innocence. And we’re taking away their right against self-incrimination.” Rep. Hill proposed an amendment, which was adopted by the House against Rep.
