Iraqi Man Jailed for Setting Fires at Asylum Hotels

Rawand Abdulrahman, 37, was sentenced to eight-and-a-half years for arson after deliberately setting fire to two hotels housing asylum seekers in Essex, motivated by a desire for improved accommodation.

An Iraqi man, Rawand Abdulrahman , 37, has been sentenced to eight-and-a-half years in prison, with an additional three years on license, after being found guilty of arson reckless as to whether life was endangered.

He deliberately set fire to two hotels being used to house asylum seekers – the Phoenix Hotel in North Weald, Essex, and the Bell Hotel in Epping – in a desperate attempt to be moved to better accommodation. The judge emphasized Abdulrahman’s willingness to ‘do whatever it takes’ to achieve his desired outcome, particularly when dissatisfied with the situation and believing change wouldn’t occur without his intervention. The fires caused significant damage, amounting to hundreds of thousands of pounds.

The Phoenix Hotel fire, started in Room 9 on March 28th of last year, required an entire wing to be rebuilt and endangered the lives of residents, including children. Just eight days later, Abdulrahman ignited fires at the Bell Hotel, causing approximately £40,000 worth of damage. While investigations confirmed both fires were deliberately started, jurors acquitted him of the more serious charge of arson with intent to endanger life.

The Essex Fire Service investigations concluded a high risk of fatalities in both incidents, mitigated only by the swift actions of hotel staff in activating fire alarms. Abdulrahman’s claims of being an Iraqi sheep farmer were unverified by authorities, and he had previously been denied asylum in Sweden. Judge Alexander Mills highlighted Abdulrahman’s frustration with his asylum process and the conditions of his accommodation, which he likened to a prison.

The defense argued that Abdulrahman was living in a state of ‘extreme uncertainty, frustration, fear and desperation’ due to the prolonged waiting period for his asylum claim and the inability to work while awaiting a decision. However, the judge dismissed this as a mitigating factor, stating the actions were deliberate attempts to manipulate the system. Following his sentence, Abdulrahman is expected to serve two-thirds of his term before being considered for parole, after which deportation is highly probable.
