Nearly 25,000 Texas public school teachers received bonuses last year through a $285 million state program called the Teacher Incentive Allotment , a sizable number but still a small percentage of the roughly 375,000 teachers employed statewide, according to newly released records. The Legislature rolled out the performance-based pay program in 2019 to provide a pathway for Texas ’ top educators to make more than $100,000 a year in a state that lags most others in teacher pay.

Texas Education Agency Commissioner Mike Morath told a legislative committee this week he expects the Teacher Incentive Allotment to increase to more than $1 billion in total annually within the next three-to-four years. Data shows the program has increased significantly each year, more than quintupling over the last two years alone.

Dallas had a head start because its program inspired the statewide model. Some of the state’s other largest districts have not been as quick to adopt the merit-pay policies.
Most Texas teachers burnt out, considering quitting, survey shows Although the percentage of teachers leaving the profession is down from 2022, when Morath said attrition reached a peak, departures remain high as inflation has eaten into teachers’ largely stagnant pay over the last five years. “While we have the highest teacher salaries that we’ve ever had in raw dollars, inflation has been wiping out their wages and wage gain, just like it has everybody else’s,” Morath said.
