PARMA , Ohio -- Parma City Schools Board of Education recently approved a new district earned income tax issue to appear on the May ballot. It was previously reported the spring approval of a 1.75% school district earned income tax would be in exchange for the district eliminating three property tax levies set to expire in 2030, 2031 and 2034.

Seven Hills Mayor Anthony D. Biasiotta said his opinion of the district’s creative approach to increase revenue is weighed against residents’ questions. “Due to the impacts of HB920, I generally support operating levies for the Parma City School District as a method to periodically generate the new funds that are required to ensure current programing stays in place and our wonderful teachers and support staff are treated fairly,” he said. “However, I must acknowledge my constituents’ concerns about the overall funding formula, open questions about what the short and long-term plans of the district are and potential fluctuations in property tax policy.”In layman’s terms, the tax rate on voted levies is adjusted so that a school district doesn’t receive more or less money in subsequent years than when a levy was first passed. “I see the challenges they have on trying to get a traditional levy passed, so we’re looking for more information,” Parma Mayor Tim DeGeeter said. Parma City Schools last passed a new money operating levy in 2011 with similar district operating levy efforts defeated by residents in 2017 and 2018. The district previously told cleveland.com the average $100,000 district homeowner would annually save $500 in property taxes if the income tax levy is approved. “There hasn’t been a levy or bond issue that has been passed by all three communities in quite a long time, so I can see why the superintendent and the Board are looking at other options,” Parma Heights Mayor Marie Gallo said. In exchange for $40.5 million in property tax relief, the earned income tax issue would generate $50.3 million. DeGeeter was asked what passing the upcoming levy would mean to the Parma City School District communities.“How much better that would be -- if you could get new money for the school district and for our communities -- in attracting residents and attracting businesses.”
