Parma schools levy fails again, district warns of cuts

Parma City Schools will be forced to make cuts after voters rejected a school income tax levy Tuesday.

PARMA, Ohio - Parma City Schools will be forced to make cuts after voters rejected a school income tax levy Tuesday. The levy would have brought in $10 million more than property taxes and eliminated three existing levies.

The new levy would have eliminated $500 of property tax on every $100,000 of home value but would tax a little more than $1000 on every $60,000 of income. Voters said no, with 59.3% voting against the levy, marking the district’s second failed levy in six months. The district has not passed a levy in 15 years.

“I know those programs are beneficial for their growth and for their development. So, definitely, I’m really concerned about that,” Shypitsyn said. Parma City School’s Superintendent Scott Hunt on Wednesday, said without new revenue, academic programs, extracurriculars and school safety could all be cut. As superintendent of Parma City School District, I want to acknowledge the outcome of Tuesday’s election and thank our community for participating in this important decision.

While the earned income tax levy was not approved, we respect the voice of our residents and remain committed to serving our students, families, and staff with integrity and transparency. The levy was developed in response to ongoing financial challenges, including rising operational costs and limited growth in state and federal funding, which continue to place pressure on our ability to sustain current programs and services. Although the measure did not pass, these financial realities remain.

The district will need to return to the ballot in November, as additional operating revenue is essential to maintaining the level of service our students deserve. We have one more opportunity in November to pass a levy. Without new operating funds, we will be required to make severe reductions that will affect academic programs, student supports, extracurricular opportunities, school safety, and other services our families rely on.

The reality is that when our schools thrive, our three communities thrive, and when our schools are unable to operate to provide high-quality programs for students then our communities property values decline, we become less attractive, and we begin to resemble districts that are unable to operate in a way that support high-quality educational opportunities for the students we serve.

“If we’re not going to find a way to fund, it’s just going to be scaling back more and more and there’s going to be less opportunities for the kids,” said John Farnsworth, a longtime resident. The superintendent warned vote that if the levy fails twice, Parma City Schools will look vastly different. 8,798 students attend Parma City Schools, according to the districts enrollment numbers. That’s down 179 students from 2025 and 470 from 2021.
