Conduct of Rochester Police Department, including operations of a non-fatal shooting team and its impact on clearance rates, is described with news coverage.
Rochester Police Department cars are parked outside the city's Public Safety Building, Friday, May 8, 2026. Rochester, N.Y. — Three shootings occurred in the city last month, the lowest recorded for any April in roughly the last 25 years, according to Captain Brian Marone from the Rochester Police Department .
Marone said police have also been able to solve more crimes lately. He credits the work of the department's non-fatal shooting unit, a team of dedicated detectives formed in 2023. , which is a New York state grant and has New York state employees under the grant, a couple analysts, a director of operations," said Marone.
"It's also a partnership with the Monroe County District Attorney's Office, where they have dedicated attorneys as well as dedicated investigators. " Marone said the solve rate, or clearance, on 135 non-fatal shootings last fiscal year was 36%. This fiscal year, he said, there have been 113 non-fatal shootings — with a 46% clearance.
"I'd say, over time, it's been steadily improving," he said. "There's been less shooting victims in the city over the past few years, and our closure rates have been increasing. " Marone highlighted a Sept. 18 shooting on Finch Street. He said the team was quickly able to identify who was responsible.
The suspect was booked and charged, and convicted April 29 of attempted murder and assault.
"I really think, just as result of this team working together with the DA's office, our GIVE team, that's really how we became so successful," Marone said. Many shootings end up with victims having life-altering injuries, Marone said. One major hurdle to wrapping cases up is cooperation from victims.
"Maybe we don't have the victim willing to cooperate out of fear of retaliation or whatever," he said, adding that swiftly holding people accountable is a deterrent to retaliation and to future crimes. "That's the end goal is for us to hope that none of these shootings actually occur," he said. "But the route that we kind of get to that end goal is holding people accountable.
