Ukrainian President Volodymyr Zelenskyy said he will only agree to meet in-person with Russian leader Vladimir Putin after a common plan is negotiated with U.S. President Trump.

AAMER MADHANI, EMMA BURROWS and STEFANIE DAZIOVice President J.D. Vance will be meeting with President Volodymr Zelenskyy in Ukraine Friday morning.Ukrainian President Volodymyr Zelenskyy said Friday during a meeting with U.S. Vice President JD Vance that his country wants "security guarantees" before any talks to end the Ukraine-Russia war.

In his own remarks to the conference, Vance lectured European officials on free speech and illegal migration on the continent, warning elected officials that they risk losing public support if they don't quickly change course. "In Washington, there is a new sheriff in town. And under Donald Trump's leadership, we may disagree with your views, but we will fight to defend your right to offer it in the public square," Vance said to tepid applause.

Rutte said he agreed that Europe needs to step up. "We have to grow up in that sense and spend much more," he said.Hours before Vance and Zelenskyy were set to meet, a Russian drone with a high-explosive warhead hit the protective confinement shell of the Chernobyl Nuclear Power Plant in the Kyiv region, the Ukrainian president said. Radiation levels have not increased, Zelenskyy and the U.N. atomic agency said.

Trump, who upended years of steadfast U.S. support for Ukraine during his call with Putin on Wednesday, has been vague about his specific intentions - other than suggesting that a deal will likely result in Ukraine being forced to cede territory that Russia has seized since it annexed Crimea in 2014.

"I don't see any way that a country in Russia's position could allow ... them to join NATO," Trump said Thursday. "I don't see that happening."

Trump and Putin Agree to Peace Talks in Ukraine, Raising Questions About Kyiv's RoleTrump and Putin Agree to Peace Talks in Ukraine, Raising Questions About Kyiv's RoleIn a surprising move, President Trump announced that he and Russian President Vladimir Putin have agreed to start negotiations aimed at ending the war in Ukraine. This shift in U.S. policy comes with questions about Ukraine's involvement in the peace process. While Trump emphasized his desire for peace and spoke with both Putin and Ukrainian President Volodymyr Zelenskyy, he did not confirm Ukraine's equal participation in the talks, contradicting the previous stance under President Biden. The announcement follows a prisoner exchange between the U.S. and Russia, which Trump framed as a diplomatic breakthrough. Trump has appointed a delegation led by Secretary of State Marco Rubio to negotiate with Russia, while Zelenskyy expressed optimism about the talks but acknowledged discussions about future U.S. military aid contingent on economic agreements. Trump also stated his opposition to Ukraine joining NATO, a stance that directly contradicts the Biden administration's policy. This major shift in U.S. strategy raises concerns about the future of negotiations and Ukraine's role in shaping its own destiny.
