If the injunctive and/or declaratory relief is granted, the city can be ordered to pay costs and attorney’s fees to make the litigant resident whole. Residents will have standing to sue the city. The city of Dallas will no longer have sovereign immunity for the purposes of these claims. Meanwhile, proponents argue that this law will ensure accountability from the city.
