This editorial board is not aware of any city or town in this state that has voluntarily waived its governmental immunity. It’s an action so irresponsible that we can find no precedent for it.We called experts on government law for their takes. What we learned is that under home rule, a city may exercise through its charter powers not forbidden or preempted by state or federal law. So Dallas could at least in theory, waive its governmental immunity, even though doing so would be madness.
