Despite high demand for apartment developments in Australia, up to 30 per cent in the capital cities do not have a builder locked in, according to industry research, and it is even worse in regional areas like the Gold Coast.

"So you have to ask these hard questions," Dr Mardiasmo said.

"It's coming in at about a billion dollars a fortnight, and we're taking on $100 million [of work] a fortnight, if that," Mr Hutchinson said."We just can't do what's coming in. We have to work out what jobs are going to go ahead so we don't waste our time on jobs that aren't going to work," Mr Hutchinson said."We've seen [costs] up 20, 30, 40 per cent, which is crazy," Mr Hutchinson said.

"They'll get finished because nobody wants a half-finished building. They'll always get finished, but a lot of them won't get started," he said.
