Epidemiologists and infectious-disease specialists say quarantining should be a key part of the Trump administration’s plan to mitigate the virus’s spread among officials and others

A White House spokesman said Mr. Pence would follow guidelines for essential personnel.

The CDC recently altered its definition of a close contact for Covid-19 cases, saying it is someone who was within 6 feet of an infected person for a total of 15 minutes or more over 24 hours. The 16 sectors are considered “so vital to the United States that their incapacitation or destruction would have a debilitating effect on security, national economic security, national public health or safety, or any combination thereof,” according to the U.S. Cybersecurity and Infrastructure Security Agency, or CISA, website.

“Only essential workers performing essential activities should have a potential ability to continue working despite exposure,” he said. “And even if these individuals test negative daily, they may infect others, so must be scrupulous about wearing a mask and maintaining distance.” It takes days for people infected with the novel coronavirus to develop symptoms, likely because the virus can evade the body’s natural defenses against invading pathogens early on in the infection. That gives the virus a window during which it can multiply exponentially, undetected by its human host.
