Gov. Bob Ferguson is expected to sign the so-called “millionaires tax” bill Monday morning, a move supporters say will rebalance the state’s tax code and critics call an unconstitutional step toward a broader income tax.In an advisory sent by the governor’s office Sunday, Ferguson will take bill action starting with the signing of Senate Bill 6346 at 10 a.m. Monday in the State Reception Room in Olympia. The measure would impose a 9.9% tax on annual income above $1 million, including dual-income households. Ferguson, a Democrat, has championed the proposal and said it will affect less than one-half of 1% of Washington households. He has said the revenue would fund expansions to the Working Families Tax Credit, extending benefits to about 460,000 additional households, provide relief for some small businesses, and pay for child care and free breakfast and lunch for all K-12 students.Washington legislative session wraps with Millionaires Tax fight ahead Democrats defended the bill as a step toward tax reform, arguing it would ensure the state’s highest earners contribute more toward public services. Critics, however, warned the proposal could open the door to broader income taxes in the future. Opponents argue the proposal is unconstitutional, noting that Washington’s constitution has historically treated income as property, which cannot be taxed without uniform rates. Ferguson has said he expects a legal challenge and called that “appropriate,” adding that the state Supreme Court would ultimately decide the issue. He also predicted a political battle with voters, describing it as a case for “the court of public opinion” as opponents seek repeal. Opponents are already outlining their strategy. The House vote came as former Starbucks CEO Howard Schultz disclosed on LinkedIn that he and his wife moved to Miami recently.
