One of WA's top youth justice bosses tells an inquest into the death of an Indigenous teenager she has been berated and bullied by coroner Phillip Urquart, and wants him to recuse himself from presiding over the inquest. She claims she was berated and bullying and the line of questioning she was subjected to demonstrated "apprehended bias".One of WA's highest-ranking youth justice bosses has told a coronial inquest into the death of an Indigenous teenager she had been berated and bullied by coroner Phillip Urquart who should therefore recuse himself from presiding over the inquest.
The inquest is examining the death of Cleveland Dodd, who fatally self-harmed in October last year at Unit 18, a temporary youth detention facility set up inside the maximum-security Casuarina adult prison.Her evidence to the inquest was delayed after she elected to hire her own lawyer instead of using the one provided by the State Solicitor's Office, because she expected to have "profoundly serious allegations" put to her.
Mr Donaldson SC told the hearing Ms Ginbey was berated for asking if she could take a note during her cross examination, and that her experience as a witness was in vast contrast to all other witnesses.He suggested Ms Ginbey had been the main focus of the inquest into Cleveland's death, when other "relevant" witnesses could have been called to answer several questions.
She agreed with counsel assisting the coroner Anthony Crocker's assessment that those communications could have included more information.
