A San Diego real estate consultant said the purchase price appears fair, ‘but that doesn’t negate the need for an appraisal’Franklin said Monday that city rules require an appraisal be conducted before the council agrees to buy real estate — a policy he said he was unaware of until the Union-Tribune report.

As a result, he said he did not alert council members of the need for an appraisal ahead of their June 27 vote to buy the property. Chung, who has served as Vista city attorney for a little under a year, said he expected to present the appraisal to the council at its Aug. 22 closed-session meeting. John Burke, one of the Vista residents who criticized Vista officials for proceeding with the purchase without an appraisal, said he was grateful the mayor will now secure an outside valuation.

“Should the appraisal place a lower value on the property than the price offered, I will reconvene the council to discuss whether or not to move forward with the purchase,” Franklin wrote
