Anchorage now has two fewer community councils after wrapping up an extensive review of district boundaries. It’s a change city planners have said can boost resident participation across the municipality’s neighborhoods.
Following four years of discussion and some disagreement, the Anchorage Assembly approved updated community council boundaries on Tuesday. Of the roughly 40 boundary study areas, city planners“It could be a fraught discussion when you start looking at boundaries and who should represent what,” Vice Chair Anna Brawley said at Tuesday’s Assembly meeting. “There was a lot of thought put into this project over the last few years, and it’s just a few years until we pick it up again.” City code requires the municipality to evaluate community council district boundaries every 10 years and make adjustments based on geography, shared interest and resident participation. The city previously reviewed council boundaries in 2003 and 2014. The Anchorage Planning Department began the boundary review in late 2022, following a lengthy public input process. City planners and the Federation of Community Councils searched for boundaries easy to delineate and neighborhoods with common identities, Senior Planner Tom Davis said during a work session in November. Unable to attract enough interest to hold elections and maintain a quorum, a few councils’ boundaries were adjusted. The Tudor Area Community Council has merged with University Area under the new name “Umed-Tudor Area.” The Portage Valley Community Council was dissolved and is now part of the Turnagain Arm Community Council district. According to a 2020 census, the Portage Valley district had a population of 23, compared to 336 in Turnagain Arm. In other cases, pockets of certain neighborhoods were spread to nearby community council districts, like Scenic Foothills, to boost participation.Valley of the Moon Park will transfer from the South Addition Community Council boundary to North Star, according to a Tuesday amendment from Assembly member Daniel Volland and Chair Chris Constant. Volland called the park a “hub” for the North Star neighborhood. Its community council lacked a park within its boundaries, whereas South Addition has several, he noted.The Assembly-approved map also transferred the Ship Creek Small Boat Launch from within the Downtown Community Council boundaries to Government Hill Community Council. “There’s only one community council that has deep and enduring relationships with the staff at the port, knows who to call, when to call, and how to call and why to call to get the port’s attention on matters germane to its operation,” Constant said. “That’s the Government Hill Community Council.”Bella Biondini is a reporter for the Anchorage Daily News covering city government and general assignments.
