A troubled shopping plaza on East Ridge Road is being partially shut down after the Irondequoit Town Board voted Monday to declare the plaza a public nuisance.

Irondequoit, N.Y. — A troubled shopping plaza on East Ridge Road is being partially shut down after the Irondequoit Town Board voted unanimously Monday to declare the plaza a public nuisance.

The declaration means many of the problematic businesses in the 519 Plaza will close temporarily until certain conditions are met and periodic inspections are passed. It's unclear which of the businesses will be closed at this time. Town records claim the Irondequoit Police Department responded to over 500 calls for service at the strip between 2022 and February 2025. "Well, I agree. If they are a nuisance, they actually should shut them down," said Rafael Barreto, owner of Hollywood Traders, which is located next door to the plaza. "I think if they clean it up a little bit more, obviously it'll help this entire area of Irondequoit," Barreto continued. Those police reports include a 30-year-old man being fatally stabbed at Lush Resto Lounge early Oct. 4, 2025. The business was later shut down after police determined it was operating without a liquor license. Police have also investigated allegations of prostitution at Kang Xin Foot Spa. During an undercover operation in 2024, an investigator was offered sexual services during a massage, according to a report. Two women were later charged with unauthorized practice of a profession. A juvenile also claimed he was offered sexual favors during a massage in February this year."I was here for the time when they got raided," Barreto said of the spa. "They accused them of prostitution and other things." Signature Cigar & Smoke Collective, The Oak Barrel Bar & Grill and East Ridge Billiards are exempt from the ruling because they proved they weren't the source of any problems, according to the town. "I think if they're doing the right thing and they can prove that they're cleaning up and they're not doing anything wrong, they should be left open and shouldn't have anything to worry about," Barreto said."I really haven't seen any trouble during the day," he said. "I think most of the activity probably happens at night, and we're usually closed by 5 o'clock." The order also requires the plaza to conduct nightly inspections or hire private security patrol for two years, and the town would retain the authority to shut down any business in violation.An attorney for the plaza's owner disputes the allegations, saying the landlord "has complied with every request" made by officials and added that troubled businesses have already been removed.
