Lancaster County prosecutors said 38-year-old Cesar Torres sailed through a steady red light around 9:06 p.m. May 22, 2021, at the Main Street and Graystone Road intersection in East Petersburg Township. The Lancaster County Coroner’s Office said the Kaspers died from a combination of thermal burns, smoke inhalation and multiple traumatic injuries sustained in the crash.Prosecutors said a police investigation determined there was nothing preventing Torres from realizing he had a red light and was supposed to stop when he went through the intersection.
Prosecutors said investigators could not find any defects that would have prevented the tractor-trailer from stopping at the light.
