Cinch Wireline owner’s Superior Ready Mix Inc. erected a concrete plant without authority from the city of Cibolo, leading the company on a path to bankruptcy.
Two years ago, after launching ventures in the trucking and oil field services industries in Texas, businessman Frank Thomas “Tom” Shumate Jr. jumped into the concrete-production business just outside San Antonio . Shumate’s Superior Ready Mix of Texas LLC went through proper channels to obtain the air quality standard permit the state of Texas requires for a concrete batch plant .
Businessman linked to burning of corporate records case puts 2 more companies into bankruptcy It’s the latest thread in the unraveling of Shumate’s business empire, the most notorious of which is a bankrupt oil field services company that allegedly had its books and records burned and buried. At Superior Ready Mix, the plant abruptly ceased operating in December and began racking up city of Cibolo fines. It sought refuge last month in U.S. Bankruptcy Court in San Antonio.
