On Wednesday at 4:14 a.m. a winter storm watch was issued by the National Weather Service valid from Thursday 4 p.m. until Friday 4 p.m. for Tioga and Sullivan counties.

"Heavy wet snow possible. Total snow accumulations 6 inches or more possible at and above 1500 feet elevation," can be anticipated according to the weather service. "The heavy snow is most likely at elevations above 1500 feet. Lower elevations and valley locations will likely receive significantly less snow."
