The presentation of protocol droids in the third season of The Mandalorian gives some insight into what made C-3PO so different from the rest.
The Mandalorian has seen a number of protocol droids serve in inconsequential, one-off appearances, and while their presence is not at all uncommon in Star Wars, the most recent one in the employ of Greef Karga shows a clear behavioral distinction between them and the original droid, C-3PO.
SCREENRANT VIDEO OF THE DAY SCROLL TO CONTINUE WITH CONTENT Though threepio always made it a point to do his job as well as he could, he often made mistakes and got himself into dangerous situations, more so than any other protocol droid seen in Star Wars. Whether influenced by the brash decisions of his companion, R2-D2, or by his own choices made through sheer stubbornness, threepio is almost always seen making the worst decisions possible in most situations.
The Mandalorian's Protocol Droids Prove Threepio Was Unusual When Gorian Shard's pirates bombarded Nevarro, Karga's protocol droid assistant kept him alert and aware of the dangers befalling his city as they were happening, and later corrected him of his proper rank and station during his own victory speech.
This isn't always a negative quality of C-3PO's, however, as it shows that he largely has the free will to do as he sees fit, as opposed to his static counterparts that are only capable of doing as their told. Despite finding himself in multiple pieces due to his own actions on more than one occasion, threepio's sense of agency had also been a benefit to his owners just as often.
Why Threepio Developed Such a Strong Personality While it could be easily written off as the necessity for a committed comic relief character within the original trilogy, the development of C-3PO's personality in contrast to the droids seen in The Mandalorian has much deeper implications to his creation and the relationships he formed.
