Rural waterinfrastructure development research demonstrates ethnically, racially uneven economic outcomes nature

, the American Community Survey , the Decennial US Census and the USDA Economic Research Service. Alaska and Puerto Rico were excluded due to data limitations. We focused on the period from 1980 to 2015 due to the availability of data within the . This survey, which is fielded every year ending in 7 and 2, provides detailed information on local government spending on a wide variety of areas; key to our purposes is government total, operational and capital expenditures on sewerage and water utilities.

data are aggregated to the county area, meaning all municipal governments within a county, as well as the actual county government, are combined. Data from the were extracted for the waves 3 years before each study year and 8 years before each study year . This decision was made to facilitate a comparison of two different time lags between spending on water infrastructure and economic development. For the years of 1980, 1990, 2000 and 2010, we extracted sociodemographic data from the US Decennial Census via the National Historical Geographic Information System hosted by IPUMS.
