The King County Prosecuting Attorney’s Office charged Robert Scroggs with first-degree child molestation.
Police are asking residents in a Washington state town for help with an investigation after a 73-year-old substitute special education teacher was arrested for allegedly molesting a minor at Newport Heights Elementary School.
The Bellevue Police Department said Scroggs is a "longtime special education teacher” in the Bellevue School District and recently worked in Newport Heights Elementary School’s special-needs department from January to April. Police said his history of employment suggests "the possibility of more victims."
Around 1:34 p.m. on June 6, school officials contacted police after a mother reported her 8-year-old daughter had been sexually assaulted, according to the BPD. Police reports say the parent told the school Scroggs often took the student out of class "to address the child’s social, emotional and behavioral issues," and "it was there where Scroggs would allegedly molest the minor.
Scroggs would then tell the 8-year-old to turn over, and he'd "massage her front half of body in the areas from her breasts to genitals," according to charging documents. The student told her mother Scroggs did this while they were alone in the resource room.
