A former after-school program teacher in New York City is facing serious accusations of sexual abuse and the production of child sex abuse material. Miles McNeal, 26, was arrested in February 2024 and charged with sexually abusing an eight-year-old girl. Court documents revealed the discovery of 52 electronic devices in McNeal's possession. McNeal allegedly used his position as an after-school program teacher at PS185 in Harlem to abuse young girls for three years.
The lawsuit alleges that McNeal touched and photographed the naked bodies of young students, had them assume sexual positions, and showed them pictures of other children's genitalia while threatening them into silence. The lawsuit further claims that staff and supervisors at PS185 and its after-school program, Beacon @ 185, failed to follow established rules regarding staff-student interactions and classroom security. These alleged failures, the lawsuit argues, created an environment that allowed McNeal to exploit children. The lawsuit also alleges that administrators did not adequately punish McNeal after another staff member discovered him alone in an empty classroom with a second-grader straddling his lap. McNeal reportedly received only a one-day suspension, and the child's father was informed that his child was at fault. The families of the abused girls claim that McNeal was able to repeatedly remove children from class with alarming frequency, often using radio communication to request coverage from other staff members. They allege that he would then take these children out of class to groom and abuse them.The lawsuit also implicates Monica Vargas, a 'social-emotional learning' instructor and McNeal's relative by marriage, in facilitating his abuse. Vargas allegedly interrogated children about traumatic experiences and relayed this information to McNeal to aid in his grooming. The families further allege that school officials, including after-school program director Porscha McNeill and principal Andrea Woodhouse-Spence, were notified of the alleged abuse but failed to report it to the Department of Education or the NYPD. They also claim that these officials did not alert other parents, allowing McNeal to continue his abuse unchecked.The lawsuit is seeking unspecified damages.
